Hi, I suspect the problem comes from the version of tcl called by /usr/bin/tclsh.
Can you do a "ls -l /usr/bin/tclsh" ? I think the symlink was not updated to tcl 8.6 when you upgraded Ubuntu, somewhere along the way.
