I believe /sbin/hwclock is the default tool for manually setting the
hwclock in Linux. I’m nervous that higher level workloads may depend on
the correct functioning of the /sbin/hwclock tool for their successful
operation.

The /sbin/hwclock tool is shipped with the util-linux package.

Adding util-linux as impacted and assigning to Foundations team to
comment on whether the /sbin/hwclock tool not operating on witherspoon
is a serious issue or not.
