In my case, the sidebar.rc file was on the Ubuntu 16.04 system and appears to have been needed there. When I upgraded to Ubuntu 18.04, I did not delete that file. The mutt version included in Ubuntu 18.04 does not need that sidebar.rc file.
I did what Walter recommended and removed /etc/Mutt.rc/sidebar.rc.
