Public bug reported:

I was attempting to reinstall ubuntu 19.04 after trying to get my
Windows 10 to show up on the GRUB list at the startup. I was not able to
resolve the issue, and I ended up damaging the bootloader, which caused
the UEFI to loop endlessly at the bootup, unable to get into ubuntu. So,
I decided to reinstall ubuntu, but the installer crashed.
