Thanks for keeping me in the loop while I was out. I have tentatively integrated these files into the edk2 source. I have tentatively added these files to the edk2 repo on salsa, but I am waiting to hear back from the Debian/QEMU maintainer about his plans before uploading (see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=932269#15)
