The same bug existed in the older version. This is not a regression. The patch for the release does include both of the relevant fixes: input-sources: do not grab keyboard with set-content-type input-sources: avoid unneeded status icon re-creation
I'm not sure if me not encountering the latest issue I mentioned was due to chance, if the master branch contains some other fix. I don't know if you should hold up the release because of this issue.
