Public bug reported:

When you start up the non-graphical emergency root terminal, it tells
you you can type exit to 'leave' the terminal (it might say reboot, I
didn't read carefully) but if you do type exit, it only prints the
message again and brings you back to the prompt.

I would expect it to reboot the system with 'shutdown -r now' or
something.
