I tried reproducing this with 2.39.2+18.04 on 18.04 by setting the
following as root:

#!/bin/bash
export LANG=en_US.UTF-8
export LC_ADDRESS=ru_RU.UTF-8
export LC_IDENTIFICATION=ru_RU.UTF-8
export LC_MEASUREMENT=ru_RU.UTF-8
export LC_MONETARY=ru_RU.UTF-8
export LC_NAME=ru_RU.UTF-8
export LC_NUMERIC=ru_RU.UTF-8
export LC_PAPER=ru_RU.UTF-8
export LC_TELEPHONE=ru_RU.UTF-8
export LC_TIME=ru_RU.UTF-8


then executing 
$ snap install skype --classic

However this installed ok.

I am also able to execute Skype as a regular user.

Can you please confirm this is still a current issue ? 
If so, do you happen to know of a way to replicate this with out setting my 
entire system to Russian ?
