rebuilding packages to enable TLSv1.3 is out of scope for the openssl SRU and is introudction of new features.
The point of the OpenSSL 1.1.1 SRU was to bring bionic onto using an LTS version of openssl to relief the maintainance burden (security, fips, SRU) for the next 8.5 years, given that 1.1.0 is not a widely adopted version of OpenSSL and is going to go end of life upstream in two weeks time.
