I'm not currently in a position to look at restarting gnome-shell with 'Alt F2 and r' in any great detail but I have reported or seen similar issues during the cosmic, disco and now the **eoan** releases of Ubuntu.
So, I am confirming that this issue exists when restarting the shell using the aforementioned keyboard shortcut in the current development release (19.10).
