This is a real BUG fixed in 0.6.2-2.

It impact any fresh install of 18.04, trying to run dehydrated as well:

On Ubuntu 18.04 dehydrated is stuck in version 0.6.1-2
Let's encrypt production API was changed in August 2019 (before the issue was 
only on the Staging Environment API).

Here is the version used in Debian:
