Not on by default, and services need to order After=systemd-random-
seed.service to guarantee initialized random pool.

Low entropy is an issue, Excessive entropy usage is bad, failing units
due to low entropy is also bad.

I don't know if nginx unit needs a retry & backoff to attempt starting
later, if and when entropy is there.
