I have a similar issue. I upgraded to 19.10 from 19.04 today. After grub, I get this message:
"error: out of memory. Press any key to continue..." Then kernel panic message (image attached). I have been unable to successfully boot using the workaround above. The kernel is shown in grub is 5.3.0-18.
