Public bug reported:

Creating a NetCDF file with more than 65535 rows and columns apparently
fails: although the attached program completes without errors, the
resulting file is not a correct NetCDF file. On one hand, it is too
small. On the other hand, calling "ncdump -h demo.nc" reports "NetCDF:
Unknown file format".

The program works in OpenSUSE Leap 15.1
