This is an ancient bug-report on a HW stack upgrade of 18.04, that should have included an upgrade from ZFS 0.7.5 to 0.7.9. For those older ZFS releases 0.7.x, SPL is still needed. Only at ZFS release 0.8.x SPL has been integrated into zfsutils-linux. I think we could say, that this bug-report has died of old age. Nobody will upgrade the hw stack of 18.04 anymore and the chance, that they also use ZFS is almost zero.
