A possible workaround, which was successful for me: 1. Uninstall distro-info 0.0.0 Python package via pip. 2. Install/reinstall distro-info package from Ubuntu repos.
After these two steps, I was able to continue with my upgrade. I still have no idea how the distro-info Python package got installed in my Ubuntu 19.04.
