Examining the information you have given us, this reads more like a request for support rather than a bug report. You've tagged `ubuntu-release-upgrader` as your issue, not grub but it looks like you installed 19.10 only recently & haven't used `do-release- upgrade` to move to a later release (20.04) so how does ubuntu-release- upgrader apply? We understand the difficulties you are facing, but it is better to raise problems you are having in the support tracker at https://answers.launchpad.net/ubuntu if you are uncertain if they are bugs.
