For older Ubuntu releases, it is possible to request a backport
(https://wiki.ubuntu.com/UbuntuBackports)

19.10 (eoan):
Added eoan-backports task. I've built and installed the packaged locally, it
runs as expected.

19.04 (disco):
Not tested, though might need to do something here to ensure upgrade path from
older releases. Although see below.

18.10 (cosmic):
Reached EoL. I assume this is exempt from the upgrade path...?

18.04 LTS (bionic):
Would be really nice. I don't know how backports are built, but the package
requires debhelper 12 which is available in bionic-backports. Assuming the
-backports archive is available at build time, this would work.

The package builds and installs. However, it fails to start with the
following error message:

Graphics: Try to set Videomode 800x600
glewInit returns 1
Your OpenGL installation must be __very__ broken. Missing GL version

Caught exception (of type '10WException') in outermost handler!
The exception said:
[/home/ubuntu/dev/widelands-20/src/graphic/gl/initialize.cc:138] glewInit
returns 1: Broken OpenGL installation.

This should not happen. Please file a bug report on version build-20(Release).
and remember to specify your operating system.

Seen anything like this upstream?

16.04 (older LTS, still supported) (xenial):
The main problem here seems to be that debhelper 12 is not available, not even
in xenial-backports. Either that needs resolving or I could help put together a
slightly modified packaging for backport.

I guess focus should be on the latest release and the latest LTS
release. If those get sorted out, we can see how far back in time we can
go. :)
