I don't have the usb hub which is integrated into the keyboard, I just
have two normal usb hubs.
I plugged both the keyboard and the mouse into the hub and plug the hub
into a rpi4's usb port, power up, both keyboard and mouse could work
with 1014 aarch64 kernel, I could not reproduce your problem.
