The not-child extension is supported in fwupd 1.2.7 and later (https://github.com/fwupd/fwupd/commit/b62c3a4fae1104c4a1052adc7b3196afa8c33307). Ubuntu 18.04 currently contains fwupd 1.2.5.
There is currently an SRU in process to update to 1.2.10 as part of bug 1820768. This issue will be closed by that SRU upgrade as well. So your options are: 1) Wait for that SRU to complete. 2) Switch to a newer version of Ubuntu with a newer fwupd 3) Switch from deb packaged fwupd to snap packaged.
