Public bug reported:

I try to substitute vim-tiny with vim (full fledged vim) by installing the 
latter and removing the former.
The Adept Manager says it will remove ubuntu-minimal, which is not a good thing.
The same thing happens with syslog-ng and sysklogd (already reported somewhere 
else) and witth tar and star.
Possibly other packages cannot be substiotuted without triggering the 
ubuntu-minimal package.
The bug is not in the package contents but in its definition.
A workaround while waiting for the fix would be nice.
