Public bug reported:

While deploying the package no header files are installed in
/usr/include

Going to the source of the package and using their source zip it appears the 
Makefile / ubuntu build process is incomplete and buggy (looks like the lib is 
mainly maintained for windows).
To alleviate, I had to:
- launch the top make in the source tree to get things going
- go to include sub dir in source tree and force a second make to have the 
include tree populated
- cp -R  noise/include /usr/include
