We have recently merged 7.0-2 and there wasn't too much Delta remaining.
In fact it came down to just a patch to let it run on diskless systems.

Debian chose a different way to achieve the same in bug

The solution is 
https://salsa.debian.org/debian/smartmontools/blob/master/debian/patches/default_never-quit.patch

That should work for us just as much and I think we can make it a sync
again which will also bring in the update-smart-drivedb that you are
looking for.

Let me get a second opinion on that before I sync it.
