I agree that we should focus on Poppler. If I'm reading https://bugs.freedesktop.org/show_bug.cgi?id=23108#c21 correctly, patches were merged that handled some annotation types, but not all of them. We should probably focus on the remaining annotation types that still need default Poppler appearance streams.
