This is a design choice by upstream so we are bound by their decision in
the upstream bug.

Although it's only partly useful to move modal dialogs. At best you'd be
able to move them out the way to see what's below, which is useful for
reading and copying information. You'd still never be able to interact
with what's below them because they're modal.

Also note you can move modal dialogs if the parent window is smaller. It
just moves both at once :)
