USN-4230-1 pulled in a number of changes from upstream clamav in debian,
which included a (at least to us critical) dpkg-reconfigure bug

Running `DEBIAN_FRONTEND=noninteractive DEBCONF_NONINTERACTIVE_SEEN=true
dpkg-reconfigure clamav-daemon` will cause an infinite loop and
eventually crash the machine. As this is part of our launch provisioning
process, our servers are not launching.
