Just checked again and it seems neither upstream Linux nor upstream
PulseAudio have landed this yet. Perhaps they don't know about it or
have lost track of the patches.

To get the ball rolling, anyone affected please open new upstream bugs
in both:

Linux: https://bugzilla.kernel.org/
PulseAudio: https://gitlab.freedesktop.org/groups/pulseaudio/-/issues

and then tell us the new bug IDs.

If the Ubuntu kernel team is listening then maybe they can help with
this.
