Upon additional discussion among the Server Team, we have come to this
conclusion:

The changes introduced as a result of this bug are no longer valid and
are going to be reverted in the next upload of NGINX to the
repositories.

For 20.04, we do not want to introduce additional complexity at this
time to the postinst logic to 'alter' the default file depending on if
IPv4 or IPv6 are actually available.  Further, we do not want to break
'default log parsing' by using the solution that was provided by
sdeziel.


Because we are *reverting* this change, I am setting the bug's status to 
"Opinion" - at a later time we may introduce something which actually fixes 
this problem in the future.
