/usr/lib/lazarus/2.0.6/lazarus is a symlink that is created by installing lazarus-ide-2.0.6. The same package that carries the /usr/lib/lazarus/2.0.6/startlazarus script. Did you have any error when that package ran its postinst script (the script that runs during install)?
