The release of this new version into Ubuntu 20.04 is currently gated by
the new "erlang" and the new "ocaml" to release as well.

@JFH - this needs someone to bother the people that would work on the 
ocaml/erlang transition.
Once those pass this will migrate into Focal and resolve the reported issue.
