Public bug reported:

The snapd package version 2.44~pre1+20.04 on latest Ubuntu 20.04 hangs
during upgrade, breaking the upgrade process.

This is printed on stdout before it hangs forever:
snapd.failure.service is a disabled or a static unit, not starting it.
snapd.snap-repair.service is a disabled or a static unit, not starting it.

How to reproduce:
Upgrade snapd deb package to a new version or manually run "sudo 
dpkg-reconfigure snapd" on a system with snapd-2.44~pre1+20.04 installed.
