I'm sorry for the confusion. This is not an LXQt issue. They technically don't have a particular network manager to recommend. They do have an applet for conman which is the default recommendation in Debian. We have a platform expectation in Ubuntu to use NetworkManager, so we use nm- tray. Unfortunately, it's a little bit bare bones, so we supplement it with nm-connection-editor, which by default has no VPN capability. However, you can easily add it by installing the network-manager-pptp- gnome package. As it turns out, this one's not a bug, either, unless Lubuntu wants to consider adding in that capability by default (maybe).
