Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I booted a QA-test install of Kubuntu 18.04.4 (i386) and I wasn't able
to use ctrl+alt+T there.  (I believe this was the last RC before
release, I didn't think to grab the RC date before I shutdown sorry)

I also booted an RC image [amd64] of Kubuntu 18.04.4 used in QA-testing
(dated 20200126) and didn't have ctrl+alt+T work there either.
