Public bug reported:

Attempting to install the latest libc6 package (currently is version
2.31-0ubuntu6) with armhf architecture, results in errors saying "Cannot
utime: Operation not permitted".

The following Dockerfile can reproduce this issue:

FROM arm32v7/ubuntu:focal
RUN apt-get update \
    && apt-get install -y --no-install-recommends libc6
