I did some test on : USB 3.1 Gen 1 and USB 2.0/1.1 ports (Motherboard back panel)
USB 3.1 Gen 1 and USB 2.0/1.1 (Front panel) Before standby (webcam plugged in): _Google Hangouts launched, If I change the USB port, I keep video but lose the microphone. _If I restart Google hangouts at every time I change USB ports, I keep video and the microphone. After waking up (webcam plugged in): _Google Hangouts launched, If I change the USB port, I keep video but lose the microphone. Nothing detected on USB 3.1 Gen 1 (Motherboard back panel) ! _If I restart Google Hangouts at every time I change USB ports, I keep video and the microphone. Nothing detected on USB 3.1 Gen 1 (Motherboard back panel) !
