Please sync genshi 0.7.3-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/tests/control: don't hard-code py37.
  * No-change rebuild with fixed binutils on arm64.
  * New upstream version.
The same change to not hardcode py37 was made in Debian. They also packaged the 
new upstream release as well.
