The dash call also isn't uncommon, if still failing lets add it:

Would be this then:
  /bin/dash rix,

If you fail on dash still, you can add the line above in
  /etc/apparmor.d/local/usr.sbin.gpsd
Afterwards restart the service
  systemctl restart gpsd
to reload the profile.
And then try again - report back what you got ...
