We have tried with normal SATA HDD with different schenario's, 1. We are able to reproduce the issue when there are multiple OSes present on other HDD 2. We have tried with only one HDD (i.e. no other OSes installed on whole system). We are still able to reproduce the issue.
The issue is also reported by Linaro guys where they tried to install Ubuntu 18.04 on ThunderX2 Saber hardware.
