Package linux-modules-extra-5.3.0-28-generic was installed but package linux-modules-extra-5.3.0-40-generic was not installed. I installed linux-modules-extra-5.3.0-40-generic and I can boot linux with that kernel, problem fixed. Thank you for the advice!
Do I need manually install linux-modules-extra-5.3.0-XX-generic each time new kernel is installed with "apt dist-upgrade"?? If this is the case, it is not good.
