I think I've established that this bug was introduced in the 5.3 mainline kernel, and affects the 19.10 kernel as well. Here's an email to LKML about this issue: https://lkml.org/lkml/2019/8/16/625
The bug author worked around this bug by moving the 5.5-rc6 kernel.
