Ah, found it! After trying unsuccessful stuff (including wondering why I had LANGUAGE=en_NL:en in /etc/environment) for an hour or so, I remembered that I have patched exec-shield into the kernel. Turning it off made it work.
So this might point to some uncareful coding in iconvconfig, causing it to trip over exec-shield restrictions.
