Public bug reported:

I am using the Ububtu 20.04 beta. A few days ago my bluetooth controller
stopped working, before this it worked with my bluetooth mouse just
fine.

In Gnome Settings, Bluetooth is reported to be "off". When I turn it on
via the slider, nothing happens. If I leave the "Bluetooth" section and
return it's shown as being off.

In "bluetoothctl" I get the following error when I use the "devices" command:
Agent registered
[bluetooth]# devices
No default controller available

The "list" command reports nothing.

However, "hcitool scan" will find nearby audio devices
hcitool scan
