The problem seems to be back in Ubuntu 20.04. And the trick in https://bugs.launchpad.net/ubuntu/+source/paprefs/+bug/829051/comments/47 doesn't fix it: echoing the command (minus the ln -s part) only gives "usr/lib/pulse-13.99.1 /usr/lib/pulse-13.99.1"
