Hmm, I wanted to debug the init_hook function on my system to check the details.
Also my setup won't fail the same way as yours, it just doesn't try to connect 
- it did in the Bionic past, but that was on a different (now broken) system.

But also:
   gpsd-clients-dbgsym : Depends: gpsd-clients (= 3.20-6) but 3.20-8 is to be 
installed
   gpsd-dbgsym : Depends: gpsd (= 3.20-6) but 3.20-8 is to be installed

So dbgsym publishes are out of sync again. I'll ping archive people to
resolve but it seems debugging has to wait a bit ...
