This is a problem for the nfoview package which recommends and uses the xfonts-terminus fonts by default.
In fact I used to have these fonts in MATE Terminal too and everything was working perfectly in Bionic, but when I upgraded to Focal 20.04 yesterday I got empty squares all over the place.
