Public bug reported:

The upgrade process went very smooth with it asking me to approve some fixes to 
a few files I have modified on my own. After the upgrade I run:
`sudo apt update && sudo apt upgrade`.

I expected this to show no updates, or maybe just a few minor ones, but insted 
I got:
```Reading package lists... Done
Building dependency tree       
Reading state information... Done
Calculating upgrade... Done
The following packages have been kept back:
  libc++1
0 upgraded, 0 newly installed, 0 to remove and 1 not upgraded.
```

It's fixed by
`sudo apt install libc++1`
but should be considered a bug in the upgrade process.
