I use English (US) and Bulgarian (traditional phonetic) keyboards. I am
99% that i have created my LUKS password in English (US) when i
installed Ubuntu 19.10 from the USB. It asked me if i wanted to encrypt
the whole disk. I am 100% sure that i did not have this problem before
upgrading from eoan to focal. Now in focal i don't know to which layout
it is set, but it's definitely not English (US), because as i said i
have to change the layout with Alt + Shift and only then the password is
accepted.
