Based on these SRU guidelines, the above patches now need to be strictly screened. For larger patch sets there is usually the HWE kernel available to get things in - or (especially when reading about Cloud) a custom kernel. Such larger modifications and updates should generally land when the target Ubuntu release is still in development.
