Public bug reported: Installation attempted on an HP Spectre X360 13 inch (2019) laptop. Multiple attempts all fail, except for the first one, which seemed to work until I rebooted: Windows 10 booted as if Ubuntu was never installed. All attempts fail when grub-install is run, whether the target is the HDD boot record, the Windows Boot Manager partition, the Ubuntu partition or even the install USB stick partition. FYI there's no Legacy Support option in this machine's System Configuration Bios tab (F10). I wouldn't think that would matter, just saying in case I'm wrong.
