Public bug reported:

If I open a video using the dolphin file manager or via command line, it
the video plays.

Once I close the VLC window and then try to open another video, I can
see the VLC icon show up next to the cursor like it's about to open, but
it never does.

I have to do:
pkill -9 vlc

or

kill -9 process_id

to kill VLC to be able to play another video.
